The situation with the state control has changed dramatically last years
- Last decade local offices of the Russian Forest Service rather often de facto combined the functions of logging and forest management what is directly prohibited by the Forest Code of Russia.
Doing de facto commercial harvesting under name of thinning and salvation logging has become a common practice allover Russia. This harm forests and create unfair competition with logging enterprises due to tax-free character of these operations.
- President Putin abolished independent Federal Forest Service and Environmental Protection Committee in May 2000.
Currently they are departments inside the Natural Resources Ministry, which is primary responsible for exploitation of natural resources. That creates conflict of interests inside the Ministry.
- The system of local offices of the Forest Service are being destroyed by the reorganization. Their current activities are nearly paralyzed last years.
