FSC IN RUSSIA: NATIONAL FRAMEWORK CRITERIA OF FOREST CERTIFICATION ARE ALMOST APPROVED Russian national framework principles and criteria of Forest Stewardship Council (FSC) certification were formally approved at the session of Coordination Council of the National workgroup on voluntary forest certification held in the beginning of November 2002. The head of FSC-Europe attended the session. After the amendments are introduced the certification standards are to be submitted for approval in the headquarters of FSC in Oahaka (Mexico). During the approval the text of the standards can be elaborated on the basis of bilateral consultation with FSC. The important place in the discussions will be given to the questions of conservation of the forests of high environmental value in the context of certification. The framework criteria for Russia were developed by the National workgroup during 3 years and have passed the approbation on the basis of Klin forestry (Moscow region) and "Terneyles" timber enterprise with participation of the auditing service company GFA Terra Systems. According to the information of FSC at October 31, 2002, in Russia the area of 246,185 hectares was certificated. The certificates were given to: Kosikhinsky forestry from Altai Krai (region) (Pricebetch Ltd.); "Madock" company from Novgorod region; and also "Dvinskoi LPH (forestry)", "Bobrovsky Raid", timber processing enterprises in Arkhangelsk city and Dvinskoy settlement that belong to German company "Dammers". Recently forest certificate was also received by Koverninsky forestry (Nizhniy Novgorod region). To compare, in Estonia now 1.063.517 hectares of forests are certificated, it is almost all the forests belonging to the state. Some more enterprises in Arkhangelsk region, Komi Republic, Krasnoyarski Krai and Primorski Krai (regions) are now at the different stages of certification. Now 9 auditing companies have the accreditation of FSC and a right to certify forest management: 3 from Great Britain, 2 from USA, 1 from each of these 4 countries: the Netherlands, Switzerland, Germany, and Canada. Among Russian auditing services no one company has not received the accreditation of FSC yet, but many Russian experts already have a practical experience of assessment according to this system.
