Meeting to form a National Working Group on FSC Voluntary Certification

Resolution

June 3-4, 1999, the city of Pushkino, Moscow Region, there was held a meeting in order to discuss forming of a National Working Group on FSC Voluntary Certification. The following organizations' representatives took part in the meeting:

The participants of the Meeting,

Having heard the speeches about the achievements of the Russian Initiative Working Group on FSC Voluntary Certification, as well as presentations of Regional Groups, Having got acquainted with main FSC documents, Remembering the necessity to develop voluntary forest certification in Russia to promote environmentally and socially responsible, and economically viable forest management,

Decided:

1. To sustain development of FSC voluntary certification process in Russia.
2. To form a National Working Group on FSC Voluntary Certification (hereinafter referred to as the National Working Group) in compliance with FSC official documents. The main tasks of the Group are to be:
To provide information for the process, to develop regional initiatives, to coordinate the establishment of FSC voluntary certification system on the national level, to create legislation base for FSC certification, to interact with state agencies, to encourage stakeholders to join in the FSC.
3. To set up a Coordination Council of National Working Group, including:

  • M. Karpachevsky (Biodiversity Conservation Center)
  • V. Korobov (Central Research Institute of Machinery and Energetics)
  • Anna Laletina (Regional Working Group on Voluntary Certification in Krasnoyarsk Region)
  • M. Malkevitch (Siberian Forestry Research Institute)
  • V. Nikolaev (Director of Certification Center of Moscow Sate Forest University)
  • T. Pavluchenko (Association of Minor Peoples of the North, Yeniseysk region, Krasnoyarsk kray)
  • Y. Pautov (Working Group on Voluntary Forest Certification in Komi)
  • V.Poljakov (Central Committee of Russian Forest Labour Unions)
  • V. Tchouprov (Greenpeace Russia)
  • Association of Forest Industry of Russian Federation

4. To assign the following to the Coordination Council:

- To make a list of candidates to the membership of the National working Group.
- To analyze questionnaires of the Meeting participants and, on the basis of the analysis, to prepare draft documents governing National Working group activities.
- To make a plan and to start achieving the tasks, set for the National Working Group by the delegates of the first meeting.
- To determine the sources of funds, to hold a meeting of the National Working Group, to endorse draft documents and the first membership of the working Group on the basis of the lists, prepared by the Coordination Council.
- To share the information with all the stakeholders, who are willing to take part in the National Working Group activities, concerning the activity of the Coordination Council and to consult with the national Working Group regarding all the main questions.
- To capitalize on spreading the information on FSC voluntary certification in order to promote the participation of the forest industry, forest managers and broad segments of public in the process.
